This is Serbian folk-pop. We played this at the Serbian festival in Cambridge, and every woman there was singing along. (The men were studiously looking down in their beer glasses.)
One woman told us this song is from her village in Montenegro ... and she even knows the guy! But we are quite sure it is by a composer in central Serbia, in the style of a town in south Serbia.
Perhaps there is more than one guy like this ....
